I went through each game and the only one that was within that margin of movement was LSU and NC State but they both held steady at 41 and 43. I could be wrong but 28-4 looks right.

Yes, recent games are weighed more. But it was also a really strong performance. Beating Kenpom spread by 10+ in a neutral site game is going to move the team up.
